Introduction

The Paso Robles Groundwater Basin Fallowed Land Registry Platform (“Platform”) is operated by the County of San Luis Obispo in collaboration with the other Paso Basin Groundwater Sustainability Agencies (“GSAs”) and the Paso Robles Area Groundwater Authority (“PRAGA”) to support voluntary registration of fallowed or repurposed agricultural lands within the Paso Robles Groundwater Basin.

This Privacy Policy describes how information is collected, used, stored, and disclosed when individuals access or use the Platform.

By accessing or using the Platform, you acknowledge and agree to the terms of this Privacy Policy.

Account & Contact Information

  • Name and email address
  • Phone number and mailing address
  • Organization affiliation
  • Encrypted credentials

Property & Agriculture Information

  • Assessor’s Parcel Numbers (APNs)
  • Farming unit boundaries
  • Crop history and irrigation status
  • Enrollment details

Geospatial & Environmental Information

  • Parcel and GSA boundaries
  • Evapotranspiration (ET) data
  • Groundwater level and stream data
  • Soils and watershed data

Technical & Usage Information

  • IP address and browser type
  • Access timestamps
  • Account activity logs
  • GIS drawing actions

How Information Is Used

Information collected through the Platform may be used to:

Evaluate eligibility for Registry enrollment

Document and verify fallowed lands

Support groundwater sustainability planning

Generate basin-scale reporting metrics

Provide user-specific environmental data

Maintain system security and auditability

The County does not sell or use the information for commercial marketing.

User Accounts & Data Access

Secure Accounts

Users must create an authenticated account to enroll land. Access to submitted enrollment information is strictly restricted to:

  • The registered account owner
  • Authorized County and GSA administrators

Authorized administrators may access user-submitted data for:

Public Records & Disclosure

California Public Records Act

The County of San Luis Obispo (as well as each of the GSAs and PRAGA) is subject to the California Public Records Act (Government Code section 7920 et. seq) (“CPRA”). Thus, notwithstanding any other representations made by the County, by accessing or using the Platform, you acknowledge and agree that information submitted to the Platform may constitute a public record and may be subject to disclosure unless the County determines in its sole and absolute discretion that it is exempt from disclosure requirements under applicable law.

Based on the above, users should avoid submitting information they believe may constitute confidential trade secrets or sensitive financial data unless specifically required by program policy. In addition, if said information is submitted, the user shall identify it as confidential and provide the provision of the CPRA or other statutory provision they contend justifies withholding.

As required under applicable state records retention laws or local codes or policies

The Platform uses administrative, technical, and security safeguards, including:

The Platform integrates publicly available and agency-provided datasets from trusted sources, including:

Changes to This Policy

This Privacy Policy may be updated periodically. Updates will be posted on the Platform with a revised effective date.

Continued use of the Platform after changes are posted constitutes acceptance of the updated policy.
